Not free and no phone number to receive calls

What happened?!? Hero to zero/
Years ago I had google voice, it provided a actual ten digit to receive calls not it is only 8 !!! Plus it used to be truly free / now it cost you time to earn limited credit and time to make a seemingly expensive call.
